Trump said things like: "If I'm president, I will have that war settled in one day, 24 hours."
He made this point in various phrases, many times in rallies, interviews, and debates, blaming Biden for failing to negotiate. that Biden administration had failed to pursue.

Did he mean end it? If so:

Trump did halt some weapons and money in 2025. He said this was to show the goal of ending the war in contrast to Biden-d open ended endless giving.

When trump said settle that is a negotiating word. He hoped to offer compromise. If they wouldn't then the "issue was settled" he would immediately pressure both sides. So the issue was settled even if the war didn't end. When trump was challenged he said he was just making a point that Biden was not trying. Not a promise.
