A lie requires intent. If Donald Trump genuinely thought he could end the war in 24 hours in Ukraine but failed to do so.

I believe he knew he had no real way to do so. No particular skills or advantages that could make it happen.

I also believe that he despite that assumed that him scratching putin's back for the last 30 years or so would mean Putin would scratch his. Turns out that is not how their relation works.

I am not certain it was a lie. I do not believe blind stupidity is any better though.
