I'm not an expert on the comics, but I appreciate that you understand the importance of smaller stakes and having an outline for a very large number of movies.
The problem is that you are dealing with Hollywood. Unless you are a top Director with a proven track record (in which case the number drops to about 5), you will have 20+ people with entirely different agendas, who have some amount of power over the movie, who will insist you make changes that will completely screw up the movie for their own selfish reasons. Some will want you to change characters or the story so they can make the merchandise they want, or include the product placement they want, or so they can get their kid or cousin hired for costumes or stunts. Others have political agendas or just story ideas they want to see in a movie and they don't care which movie or why. And that assumes that you don't have anyone who is just seeking more power and will happily destroy anyone to get it.
And with so many movies over so many years, you can expect regime changes at the studio multiple times, each time starting a whole new battle for control.
This is just one of many reasons why Hollywood is so hit and miss.
