It is indeed a valid question. The simple answer is as follows:

Santa is traditionally the one giving presents. On Halloween, he would be receiving presents which is against the constitution of the North Pole. That would be equivalent to receiving bribes from the kids (and parents) that have been naughty.

The union of Santa and the elves (S&ETU - Santa & Elves Trade Union) strictly prohibits receiving compensation for bringing presents a few months later in the homes. Therefore, you will never see anyone dressed as Santa. The S&ETU also makes it a point to remove surreptitiously all fake Santa clothing during the Halloween period.

Christmas already takes up too much of the GD year. Stay the f*ck out of October!
Honestly Thanksgiving should be the cutoff. I get to celebrate Halloween all the way up to Thanksgiving day and you can start celebrating Christmas the day after Thanksgiving. Any crossover should be punishable by death.
