This guy that I met at the gym tends to poke his tongue out at me in a playful way (not dirty) on quite a few occasions. What does this mean?

He has also touched my upper back a few times in conversation when he is leaving and placed both his hands on my shoulders- Again, what does this all mean in terms of body language?

I get the feeling he likes me sometimes, but other times I feel he is not interested in me at all. He's always very chatty when I see him, but I never get messages from him online. It's usually me who has to make conversation. I know he is definitely single though.
