There's no "safe" way to do it if the size in your legs truly comes from all muscle and very little fat. The only way to reduce muscle mass is atrophy which can make you more susceptible to injuries as well as lead to issues with the bones underneath.

if your build is just having muscular legs [pear,hourglass] then I say flaunt it! wth is the point of wanting skinny legs if uv been blessed with sexy built legs like the first pic? we are blessed with this shape lol, rock it!:)

You probably won't get many legitimate responses on here

But you could always try longer, steadier light cardio and no weight lifting/strength training

Maybe follow the workout routine of a VS model

with muscles if you don't use them you lose them so just stop doing exercise. also I heard spinning makes your legs thinner

Let your legs atrophy, but that's not a good decision. Same with starving yourself, its a bad route. You can't really change your extremely healthy legs.

your muscles atrophy (shrink) from non usage.

have you ever seen the legs of someone in a wheel chair? they're really skinny because they don't use the muscles and they've shrunk. the same thing happens to people in space because there's no gravity, their muscles shrink from non usage.

so for a month go everywhere in a wheel chair.

I think the two legs you posted of the "muscular" legs are sexy as heck.

but I'd assume just more cardio and less strength based work outs.

eliminate all protein from your diet (temporarily) and your body will metabolize your muscles to get the protein they need.
