What does it mean when a girl looks down when making eye contact?

I was at work today and this girl was there. I see her across the store, and she kept looking in my direction. I don't know if she was looking at me but later on I seen her, and she was texting on her phone and I looked at her and we made eye contact and she quickly looked down without smiling. What does this mean?

I have never met her before, It looked like she was looking at me across the store but it was definitely in my direction

Well there has been some research about this and it is said that when a girl stares at you and then looks down it means she likes you and not smiling might either mean she doesn't like you or she's a bit shy though I say she's shy.

She is either distracted and has something else on her mind or is not too interested in what you are saying. My girl does that.
