You're 69kg but how tall are you?
Look, there is no fast way of getting rid of it and there is no way you can get rid of it it your body is out of shape. BUT if you do get into shape it will go away.
First of all, water will help a LOT, it helps dissolve cellulite, and tons of other good stuff, but this is what you're interested in.
Second, the only true way to start, speed up and eventually complete the process is movement. A couple of important things here:
1. Massages! Massaging the area where you have cellulite is very important, it improves the circularity there and once your circularity is better the cellulite is less visible. It helps to do it every day, if you can do it twice a day even better :)
2. These massages will have the best effect if you are massaging an anti-cellulite cream into your skin. Just take five minutes to apply the cream and massage it firmly on your booty, or wherever you need :)
The actual working out! Now you need to understand that without doing at least some kind of cardio fairly regularly, you will NOT get any results, no matter how much cream or other products you use. There is no other way that actually works.
1. Pick a type of cardio you enjoy doing and stick to it. The only important thing here is that it needs to be challenging to you.
2. Strenght training. I"ll focus on thighs and butt because the goal here is reduce cellulite, but if you're interested simply message me for more recommendations and advice if you want to:)
Do squats! You don'te need weghts or anything just make sure you have the right form while performing the movement. Nothing works as good as squats do, they do wonders for your legs, thighs and butt.
Do different types of butt and thigh exercises. I recommend YouTube videos, just watch a couple, see what it's about, pick one you like and which will match your level of fitness. I always do a beginner version first, to see what it's about.
The more research you do about working out the better, even if you're just watching a lot of YouTube videos, it's still very helpful cause you'll get a good idea of what needs to be done, how to do it etc.
Finally, we get to the well too known subject of junk food. It will definitely get in the way of getting rid of cellulite. The more junk food the worse it will get, especially if you tend to get more carb junk food. Cut it as much as you can, limit as much as possible, or find healthier versions you'd be willing to eat, but do something about it!

losing fat will likely help you, but has woman you'll likley still have decent amount of fat in certain areas such as legs and bum. Having cellulite there is completley normal, even models have it. See Anne Vyalitsyna link
You can minimise it by a low body fat percentage and lean muscle mass, so aim for a good mix of cardio and weights.
But good nutrition is gonna make your skin way better in every way, not just cellulite. Drink a lot of water obviosuly, but also make sure to have a big amount of fruits and vegetables every day. Maybe even try for one raw vegan meal a day and have only raw vegan snacks. Apples, carrots, tomatoes, spinach, beetroot, sweet potatoes, seaweed , fennel , kale, avocados, garlic and all kinds of berries are among the best for your skin and hair, but anything will do really. Aim for about 8-10 servings of fruits and vegetables every day.
Almost even more important is that junk food gives you unhealthy skin and hair. Waaaaaaay too much sugar, salt and chemicals. You can as much fruit and veggies as you want, if you complement it with burgers and chocolate, you're not gonna see any changes

You can reduce it with cellulite creams.
If you want to see best results you have to eat healthy as well, it won't go away if you dont.
There are treatments called, g5 and galvanic for cellulite and also ems for toning and slimming, search around your beauty spas/ salons for these.
You can do body wraps and masks that help
Anything that incorporates lymph drainage on your legs or wherever it is.
There is a chance that you may always have it but you can certain ally reduce it .

And plus there is so reason not to try.
You also have to remember there is no quick fix when it comes to cellulite reduction it'll take at least 6-8 weeks to see a difference.
Make sure once you start your regime you stick to it and take before and after shots so you can see just how much it's reduced!

Well... yeah...you can't get rid of cellulite as cellulite is a deposit of fat cell and once you get a fat cell I am sorry but its all yours...you can shrink them though and thus look like you don't have any...and you shrink these cells through healthy eating and exercise...try this...
1-eat five small meals per day starting with a healthy breakfast
2-drink at least 64 oz. of water per day
3-carb cycle..high carb one day-low carb the next
4-exercise..lift weights at least 3 times per day and cadio 2-3 times per week with one day off to rest.
5-have a cheat meal only on high carb days 1-3 times per week.

Yes, it is true that you cannot completely get rid of cellulite.
Weight loss CAN help minimize the appearance of cellulite and reduce it a little bit, but it will not be a drastic change.
Make sure that you do 30-60 minutes of cardio (running, jogging, elliptical, swimming, jump roping etc) 5 to 6 days a week. And also do strength training 2-3x a week. The cardio will help you lose weight and tone up a little while the strength training will help you tone up and minimize the appearance of cellulite. Plus, it does help aid weight loss as well.
Yes, I lost all my cellulite just by biking for 10 min every evening, then after 3 months I saw a difference ;)
And I got fit ! I do more sport now and I feel better! I lost 12kg in 2months but you can not do that ! I had anorexia, But you still can lose the cellulite by doing more sport.
well there is always the surgical option.
