Whoever says ' I love you' first cares the most?

I know even thou you both feel the same the first person who says it Cares more? Like in jealousy, what you do, ect.

It's not about who cares more, it is about love. People don't magically fall in love at the same time. Therefore if someone says it first, congrats to them, they just showed how they feel, but that doesn't mean the other feels that way yet.

I.E. Transformers 1&2 (using a movie for the example, I know haha) Mikaela (Megan Fox) said I love you pretty quick to Sam (Shia LeBeouf), but Sam took forever to say it back. Whether this could have been resulted from being too scared to say anything, or maybe he knew not to say it yet.
