Guys, they are expected to put the most effort in showing that they actually want a relationship from the beginning. Historically, a woman has had more to lose from a failed relationship then a man and still do if they want a long term relationship. Having a break up with you after years of being together and having (a) kid (s) is usually more damaging for a woman. A man can walk away from the union without the kids and mostly still "valued" in the dating market, so unharmed in other words (Unless he married her, divorce benefits the women).

I don't think it matters which gender (male or female) should say it first. I believe it depends on how either of you feels about the other. There's no use in saying "I love you" if you don't actually feel love for them.
