What does it mean when your boyfriend says "I almost love you"?

I been with my boyfriend for almost a month.. and he sometimes say " I almost love you" like I feel as if you don't love me, then don't say it.. what is he trying to say?

He's trying to tell you that me more than just likes you, but he isn't quite at that place with you yet that he can say "I love you".
