There are two probabilities here. He's not interested in you so he only shows you what he wants you to see or he is interested in you and just doesn't know how show it; he's acting the way he thinks you want him to act.

If you only want to be friends with him you should just except whatever you get from him and not worry about how he acts with others. If you want something more than show him your comfortable with him by playing around with him.
