Hm, I guess another situation like this was when this girl I BARELY knew, let me make that clear, and I were hooking up with two different guys regularly. Depends on the context and the friendship. Some do it with no further intention than to get a similar opinion of something like a selfie. Personally I haven’t found a friend who I would dont this with. I suppose the body is like art and your bff can help you with that.
I wouldn't say normal, it usually depends on how open and forward the person is. I'm really open and forward myself, so I have no problem changing in front of my best friends or accidentally flashing them. I'm really close with my best friends and plus we're women with the same body parts, I don't really see the point in being uncomfortable about it. That's just me though, can't speak for everyone.
I don't think it's a problem to get naked in person with each other... like if you are both getting dressed in the same room or one needs to go to for a wee while the other is in a shower. So I don't think it's weird for them to share naked photos... there's probably some kind of good reason behind it I'm sure. It's not normal though, I have never ever done it. I try to let people only see me with clothes on.
Honestly I think this is normal nowadays. Women have evolved to just be more comfortable with eachother and not in a lesbian way. we are just that comfortable with our friends. I meen, we all have the same parts. That's just how we look at it.

I don't know how I would feel about dick pics of my guy friends, I just don't know... From a Christian standpoint, nope not normal at all, but world view, it's tough I would lean on no because it might be awkward but in the right friend circle it might be accepted
My wife and I are nudists so its a bit of different situation, but we have other nudist friends and she's definitely sent her friends selfies while nude plenty of times.
