Why does he say he wants to sleep with me but never does?

I've known this guy for a couple of months. we were really good friends and our personalities matched up perfectly. we became friends with benefits within weeks. we never had sex but we did many other sexual activities still maintaining an amazing friendship on the side. he eventually developed feelings for me which I know because he said he wanted to date me, wife me up, make me his, said he had never felt that way for a woman in a long time, and got jealous when I slept with other men, which if you know is unacceptable in a friends with benefits relationship because he isn't my boyfriend. fast forward to now, I want to start that again (ended because I choose another guy) he says he wants that too, hits me up once in a while says he wants to have sex which I agree too but always backs out in the end. in fact, he has done this more than once, which really confuses me. and the weirdest part is he texts me saying he wants to have sex. I don't know if he's scared I'll develop feelings for him and want a relationship (which I won't, never had.) or that he's scared that he'll catch feelings for me. or maybe he's just not into me anymore. I just don't understand what type of man rejects free sex with no relationship. I need answers.
