My ex told me he loved me and took it back like 4 times. It was like a joke to him. I remember one time he was like...I love you 60 % today. And then a few days later it was 80%. And then I showed him my clevage and it was 85%. Just be glad you don't have to deal with something like that. lol.

He's not "in love" with you just yet, but he loves you to an extent he's comfortable with at this point in the relationship. It basically means, he's still in the process of falling :)
