I was confused he didn’t say “I love you”, that’s what we usually told each other.
Yeah it is confusing as normally you would say I love you, followed by the rest.
I think he is trying to say he cares for you as a person and is apologising for whatever he did previously.
it’s the type of thing you might say to someone you respected and wanted to date.
He may not like whatever it was you did or didn't do or your view on something, but he loves YOU.
I didn’t do anything wrong. He was rude and we had an argument because of that.
I was upset, we talked but he didn’t apologize. he only realized his mistake when I joked with him about his behavior instead of being upset and that’s when he said “Remember I love who you are and sorry for what I have done.”
So sounds like he goofed up and still want's you to know he loves you what ever mistake he did he's hoping you feel the same. I misread the first time I guess.

Say I love you to him, normally they say it back, if he doesn't then I don't know how you should take that
I interpret it to mean he is proud of you, but may be working on rekindling his feelings for you.
