It's considerably harder the older you get, and the pretty extreme sexualization of young adolescents has made it that even a huge chunk of underage boys and girls are already "experienced," even if those relationships were pretty shallow. Unless you happen upon someone who has strictly adhered to some (probably religious) principles her whole life, it's pretty unlikely.

They're those that have been raised in complete isolation and haven't seen any guy but close relatives, so you'll never meet them.
