Brilliant is not part of my common vocabulary. If I call you brilliant, I mean I think you are brilliant.
If I call I call you amazing, like I call many other things amazing, it does not mean I think you are amazing. (It still might, but I'd probably pick another word).
If that's not clear, I mean it depends on the person, what is their baseline? Are they a flirt, handing out compliments left and right - probably doesn't mean all that much. And the same is true for the reverse of course.

If I say "brilliant!' or "¡brillante!" then I probably mean that I think it is dumber than a dead cow.
The only reason I would use that word is if that person though thing so meticulously and I find no space of error in his/her view.
It means you’re superb, brilliant, impressive and that you blew their mind!
