Round face red hair blue or green eyes is absolutely stunning then again that's if we're talking about the perfect looking woman.
If you want something more feasible to change then instead of dying your hair or finding a new makeup technique I suggest worrying about clothing because trust me clothing is the easiest thing to change while making the largest amount of difference. You don't need a special type of bra or some form of restrictive equipment simply a change in fashion sense can make all the difference.

A good example of this is that a woman wearing a long formal dress would definitely be more appealing to me then again so would a loose fit hoodie and a pair of sweats that would also be very appealing to me. And that can make all the difference. Obviously if you're overweight or something like that you're going to have to work harder but for the average woman simply a change in style is all you need.

That's a good question, but rather difficult to answer. First of all, what's most attractive in women is them being female!!! Face, breasts, eyes, gaze, belly, behind, dress, smile, sensuality, etc. Difficult to point to one specific condition. I think it's essentially instinct.
