The difference it that in GREEN country its legal and regulated, were as in the BLUE countries is legal but unregulated which means there are more brothels.

So GREEN countries like Germany, the Netherlands, Switzerland, Hungry and Austria have relatively low rape rates of less than 10%. BLUE all have less than 15% reported rape case, so even though prostitution is not regulated its not illegal either and they are all in close proximity to Green countries.

Orange countries are countries that prostitution is illegal. And it ranges form low 20's to over 30%, as we see in Sweden and Norway, but they are isolated from easy access to GREEN countries.

The US is a Orange state and we average 27% of women being raped, which is the same as Great Britain which is a blue state... but Great Britain ins an Island and therefore does not allow for easy access to any GREEN country.
