Ignoring the fact that people use this as a lie, when can you tell that it’s the truth and not a lie?
You can only really know when someone is being honest about it if you know them and their situations already. If they shared their past and it was messy and they are still healing you have two options either stick around as a friend through their healing journey, or you can say the situation isn’t for you. Either way you should always put yourself first in those situations.

Whether they have commitment issues committing to anyone or just to you, if someone tells you that, they’re basically telling you they don’t want to commit to you. And while that may hurt, it’s better to know that upfront than someone that will lie or play games or commit and then cheat.
Always. Why even thinking it’s a lie. Look for signs. If we play hard people will simply get tired of proving it.

I don't think it's a lie. It's just what it is, it's someone who doesn't want to commit. Some people have periods of their lives where they don't feel like they want/need/can commit to another person, and there are people who are ALWAYS like this, no matter how old or financially/mentally stable they are, they just never commit.
If someone tells you that it either means overall commitment issues or just towards you... in both cases it doesn't, it's a big sign to say "Oh okay" and move on
