As an outsider, I have no clue. Maybe Valentine's day is used for grand romantic gestures, but for most of the year, they could do things in subtle ways. For instance, preparing her morning cup of tea just before she usually gets out of bed or his placing the finishing touches on dinner just as he gets home.
I would like to hope that it's for grand romantic gestures and not just gestures one day a year. Lets hope most people are more considerate.

I'd rather have a partner who does small things throughout year. I wouldn't mind if they skipped Valentine's as one day doesn't prove anything no matter how big the gesture is.
I'd take smaller thoughtful gestures done on a normal basis than that, that shows they do care.
I use Valentines Day as an excuse to do something a bit more grand but I like to do special things for my boyfriend every chance I get. I'm a bit of a romantic and I like doing things that make him happy.

I'd say it certainly means they don't have much of a clue. Most guys do the "holy trinity" of gift giving: V-day, birthday, anniversary if they remember. I'm omitting religious holidays like Christmas or whatever you celebrate because that's SO much of a given, it shouldn't be counted! If that's all they do, they don't get what women want. LOL
