One feels guilty about something he/she has done. It usually includes shame as well.
More broadly it is used to describe someone that is perceived as feeling bad, shamed, and/or guilty over everything they do.
Others say you have a sensitive conscience and that it is good. Those who prefer to fight Norms tend to see it as a bad trait.
From my experience, it's a general thing. Like a malaise that persists whatever you do.
Some situations or decisions, especially if there's a degree of ambiguity or a multitude of options, will increase the feelings of "I'm a fuckup". It may even die down for awhile, especially if things are going good for a bit. But one mistake, one small bit of bad news, and it comes back with a vengeance.
It is general. You can even somehow manage to upgrade this and feel guilty for the actions of others too.
Damn, it has been progressively getting worse over the years, I need to fix this shit as soon as possible.

I only understand it in terms of when someone you love dies, or even more, commits suicide.
That's guilt complex on steroids. Even when faced with solid evidence that it wasn't your fault, you still dont believe it and feel directly responsible for their death.
Outside of that, I couldn't tell you. I've always felt justified in my actions
For me I use to always have a guilt complex waking up in a the not remembering anything from the previous night from being black out drunk lol
