How can you know if someone is genuinely busy or doesn't really want you in their life?

If being busy is dragged for so long
Like always busy busy they don’t really message you or call. It’s only you asking or messaging or contacting or ask to meet etc. No try on their side. If this continues I can say for a month it’s for sure bad sign.
Also it depends what job they are doing but still..

They’re avoidant of you and everytime you reach out or try to keep in touch with them, they will simply ignore you or give you 1001 different excuses to not see you

If he's friendly one day then reads my message and ignores it for a few days to a week, is that a sign that he doesn't really want me in his life? Sometimes he'll reach out to me first. We'll message back and forth, then it's as though he's pushing me away.
