But why tease me, flirt with me, say things to get under my skin, stare at me intensely, look at my breasts, eavesdrops when I’m talking to others etc. Ultimately he chose her and I’m fine with being friends but he’s not behaving platonically when I see him. He thought I rejected him last year, a few months later he met her, and he’s been like this ever since. Why?

He's salty. Probably because he told you he liked you & somehow he felt rejected. It hurt his poor ego. Leave him be. He's ultimately WAY too immature of a guy to let by gones be by gones.
