I think that relationships can be something that fits into your life no matter what point you are at. Being in a relationship doesn't mean you have to give up everything else and you won't have time to concentrate or your studies or your career. It should be enjoyable and enhance your life whether these are stressful or relaxed times.
I didn’t vote in the poll since there really is no best time. It could happen when you’re young or old whether you’re settled, struggling, or somewhere in between. A relationship should fit for whether you are at in your life

I heard of a Harvard student committing suicide the week his girlfriend from high school dumped him during their time at separate colleges in America. I also heard a story about a Harvard graduate helping her boyfriend commit a murder a week before her graduation ceremony and Harvard revoked her graduation credentials. Some people are too blinded by emotion to appreciate their potential in life which is why I believe people should only date when they value their career and morals enough to stick by them.
Whenever you feel ready. I had my first relationship at 22 and I am pretty happy I waited till 22.
There is no wrong time to start dating as people may suggest. You could potentially find someone that you fall in love with as early as 16 years old, although at that time you don't tend to understand what love even is. However, if you wait until you finish post secondary education, that is a big chunk of your life you could have potentially already found someone and gotten married soon. Time is the most valuable commodity we as humans have and there's no time like the present. Even if you don't necessarily want to pursue finding love, you shouldn't close yourself to potential partners along your journey in life. Just remember, just a century ago, people were getting married much younger than today.
This is the difference between men and women. Women can start a relationship ANYTIME, you merely have to pick one of the men chasing you. Men don't have this kind of thinking. We start a relationship when the right person comes along. Men are more about THE PERSON. Women are more about the EXTERNALS (when, where, what will their female friends think, am I done with the carousel, etc.).

I guess it depends on our goals, as well as availability... and the expectations from each person in the relationship...

I said before undrgrad but really you do not choose when to have a relationship. The relationship chooses you.
