Guy advice? What to do? why does he act the way he does?

Used to talk to a guy. I now in relationship with his friend. This guy has always been strange. He got into a relationship which now has finished. During that he used to message random selfies no words. Sometimes being bit flirty. Recently since he’s single. He Snapchatted me saying he “only liked a few girls and one is in a relationship with his best friend then so be it”. Then Snapchatted me flirty at times then deleted his messages of the ones I hadn’t opened. We all went as a group for drinks, he kept trying to touch my hand as I was playing with paper to get it off me. He said in front of my boyfriend I should have a different boyfriend who can do more. He kissed my friend. Kept saying flirty stuff about my family member which I found he was joking but why annoy me? Why does he act the way he does? Messages me for a few days then stops
