This happened to one of my co-workers. She's now married for 4 years but it was not until losing her (in fact she was on the process of booking a flight reservation to another state), he chased after her with a ring. My own male cousin tried that too but his ex girlfriend lost total interest in him and declined it.
Why do some men wait till the last moment when she leaves? I always thought a proposal should a happy moment in the relationship, not when trying to fix things.

Why didn't they put that desperation, that dedication, that ''omg it's now or never'' while they still had her? Why do that when she's gone?'

Because you don't realize what you have until they are gone
Yet by then, their proposals getting accepted dropped to like a 50%; there is a 50/50 she can reject it too. Whereas when they were in the relationship and the woman was very interested and passionate about him, the proposal had a 99% chance of being accepted.
You're absolutely right. That's why I've never let a good woman go. I didn't want to risk the chance of losing her.
They can't forger them
They made things complicated by then. Their proposals were more likely to be accepted while being in the relationship and the woman was madly in love with him, when the woman felt so secure with him vs when the woman is very disappointed, upset and exhausted to the point she doesn't care anymore.
Last resort
I feel sorry for the woman that accepts the proposal and proceeds to marrying him, knowing very well he never had marriage in mind when they were happy in the relationship. That would be a hard pill to swallow, knowing that he only married you after nearly losing you.
