I'd have to know the context. Context is critical in a vonnegut book and I haven't read cats cradle in like 20 years..
It's from the _Book of Bokonon_.
The narrator refers to it, trying to decide how he should view his kinda-sorta fiance.
The whole joke of the book of bokonon is that it was not to be taken seriously and that people are tricked into taking it seriously because it says not to take it seriously. This was poem is akin to "shining light on someone's hands to cast a shadow of a savage dog, with which to alarm people." It is an outline of the facts but not the contents, and intended illustrate how easy it is to get people excited by hearing what they want to hear cast as a matter of fact instead of just "what they want to hear."
No offense, but you need to reread _Cat's Cradle_.
The "shameless lies" of the _Book of Bokonon_ were absolutely meant to be taken seriously. They were the source of the only solace the people of San Lorenzo were ever likely to get.
The narrator even says, near the beginning of the book, that he has converted to Bokononism himself.
A major theme of _Cat's Cradle_ was the contrast between the life-improving lies of the _Book of Bokonon_ , with the life-destroying truths pursued and discovered by scientists like Dr. Hoenikker.
Yes. That's part of the joke. Vonnegut loves to condescend humanity but goes out of his way to make clear he is not above it. It's hard to do justice to a full explanation of the layers of cynicism and satire to Vonnegut. Cats cradle has one of my favorite quotes ever but im afraid it only scratches the surface of Vonnegut's genius I'd recommend Sirens of Titan next.
