Someone was mad at you and wouldn't tell you why; when you apologized, their response was sweet, but still wouldn't tell you what happened? Why?

It seems like some people are more inclined to say "everything is fine" rather than resolve/address issues. Is it because the issues are too embarrassing or too hurtful to talk about, and they are trying to make peace (maintain a good relationship / friendship)? Or do they just not see the relationship as deep or important enough to talk about the issue?
