My boyfriend changed his mind about marriage. Am I overthinking this?

when I first met my boyfriend he believed in being married before having kids. Years passed and he’s talking about kids but yet there is still no ring.
yes we live together already and here is where I’m thinking I messed up.
we are dating each other for 7 years now. And I asked him about his thoughts on marriage. His response was “I don’t want the government to get into our business.” Since then I feel like I’m not enough and he tries to reassure me that’s not the case. A month later he gets us promise rings just because I said I at least wanted something.
however the question reminds. Why doesn’t he want to marry me. Is it truly the government? This is really bothering me still. I feel like it’s just a greater underlying issue…

The only government input into marriage is a marriage license: a civil record of the date you were married. Other than that, the government has no input into marriage except with income tax joint rates.

Find out what the heck he's talking about. After 7 years, it's doubtful this guy is going to marry you. Statistics show marriage usually occurs 1 to 4 years in a couple's relationship.
