First of all, that guy doesn't have to be her boyfriend. I hang out with guys who are just my friends...I really think that the assumption is ridiculous. Moving on, the attention feels nice. I am not used to being paid attention to, and recently I have a few guys that are interested, so I do enjoy the attention as well as the confidence boost that it gives. Maybe if she is in a relationship, she is not feeling fully committed, or she just thinks it is innocent. It really depends on the girl.
Honestly the attention tends to feel good. Being a flirt can also be fun at times. To me there is nothing hard about not flirting or being completely monogamous. If I'm genuinely interested in a guy I'll give him all my attention and respect him by not talking to other guys in that way and hope he'd do the same. If not I just do whatever.
Mostly it's just because girls are insecure and attention makes them feel good, wether it's because they aren't happy with their guy or because they can.
I do know some girls though that get mistaken for flirting just because they are just naturally friendly to everyone.
People should be culturally forced to wear something that means they are in a relationship that way no one wastes their time and gets their heart broken. We should all wear a black ring on our left middle finger to symbolize this haha. Seriously we have to get this trend started for the better of our species.
Well some guys do the same thing to girls. Some people are just attention whores, I guess.

yeah I wish girls would put a sign or sticker on them that says "single or taken"
