Dating within the non blood related family?

So my male friend has been in love with a women for 8 years. Her husband has been accusing her of cheating on him with my friend. He swears nothing has ever happened between them. I believe him 100%!

Due to t fake accusations he cut contact bc he didn't wt to cause any further problems for her. Let's just say t husband has a bit of a temper.

It's been 8 years & he's still in love w her. After she & her then-husband got divorced about 2 years ago, he reached out to her t first day he found out about it. I'm t only one who knows. They've been 'friends' this whole time. Nothing physical has happened.

They r actually so cute together. I've never seen him so content w any other female. Actually smiling. Happy. He wants a relationship w her & she's saying no. She hs feelings too. She doesn't know it yet, but he wants to marry her. But, t temper man she was married to... Is his uncle. Yup. Which if they were to get married, her boy will be his stepson & cousin. From what I understand she has had it real rough with t ex & doesn't want more drama with him.

The family already had a big issue w t divorce & what a big stigma it is. Sinfully to get divorced.

So it's a bit weird. And t whole family will think that they have been sleeping around & cheating, & it would cause massive arguments. Peaceful co-parenting will not be an option anymore & t relationship between his mother & her brother (his uncle) will get damaged too.

If t accusations of cheating right at t beginning wasn't there, I think it would have been less drama. And what if they try & it doesn't work out? The drama won't b undone. I spoke to her privately & she suggested to completely cut ties w him, but she was balling her eyes out while saying it. And after she discussed it w him, his smile left. :(.

I know t family, I know t situation, I know t hell that will come. They both care about their families & don't want to upset them. So they are stuck.

What advice can I give? What would you do?
