I've been with my partner for 4 years, and we've had our issues, but the flirting and foreplay have stopped. Yes, we still have sex but something is off.

It pretty much means something is more than likely off in your relationship with him , could be boredom , or resentments , if you both had a big argument , or it could be convenience, ,, meaning he just likes the convenience of you , and is open to meeting someone else , or it could be stress from every day life from work etc.. so You are best to have a sit down talk with him and express your feelings of concern to him , before assuming the worst case scenario. It’s normal for couples to settle down with each other after being together for a long period of time. So don’t take it personally until you find out what the true reason is , why it’s best for you to talk to him and find out what’s going on , the best thing to do is to not point fingers when talking to him , just tell him how you are feeling without blaming him , if he loves you he will be open and honest with you , if he doesn’t really love you, he will just get upset at you and act like you are this burden to him , if that’s the case , then you should really reconsider your relationship with him and move on

From a man’s POV I think this happens w a majority of men. Trust me you’re not the only one asking. I think where you should really be concerned is when he stops taking care of you, especially financially. Or do you take care of all the bills yourself? Men show their affection by kind gestures. For most men to remain the way you want I think is almost impossible.

Relationships change over time. You cannot expect to have the same relationship you had three years ago. If flirting and other things are important to you communicate that with your partner.
