Should boyfriend/girlfriend, husbands /wives be required to have bonding time with their partners for at least an hour a day?

They don't have to have sex but have to have a physical/emotional connection with each other for an hour every day. No distraction, no TV, limit other people in the conversations.
If they have to split up the hour or do it while the child's sleep, that's fine. LDR are still required to see their significant other on FaceTime. Cuddle or kiss, look each other in the eyes, hold hands if you feel the need, have sex, but spend time without focusing attention somewhere else. However, if something is more pressing on each other's minds, use that time to encourage each other and soothe each other's worries.
