An ex boyfriend wrote me a love letter, do I respond?

I got a love letter from my ex boyfriend in the mail this weekend and it’s been bothering me on whether to respond or not. We didn’t end on the best of terms. He was caught lying to me multiple times and I finally had enough of dealing with him. He was on an extended work trip and after a big fight about his lying, I cut him out of my life and blocked him for good. It’s been four months and this letter shows up now that he is back in town. In it, he confesses his love for me, says that he misses me, that he thought about me often and admits responsibility for the issue of distance ( which never was an issue for me) but he doesn’t say a word about his lying or what our issues really were. I don’t want to take him back and I have since moved on with my life. I do not know if I should write him back and tell him that I have moved on or just ignore him and not say anything. What is the best route to go? I only ask because I often feel guilty and don’t like to leave people hanging like that, but at the same time I don’t really want to deal with him either. What should I do?
