Why is my ex viewing all my Instagram stories but rejecting my follow?

An ex lover followed me again randomly after 3 years on instagram and is now watching everything I post. I harbour no bad feelings towards him so I requested to follow him back as he has a private account. He rejected my follow request today and its making me very confused as to why?
