It does not have to be bad. It can also be good. It all depends on the context. If a person has some qualities and this comment is made in reference to those qualities, then it is obviously a positive comment.

If on the other hand it is meant to criticize a negative aspect of someone's personality or behavior, then it is meant to be a negative comment. Probably, this person has realized that the character of the one at the receiving end of the comment has a negative trait that has been perceived as such over a lengthy period of time.
