God has always had the condition of obedience.

—God has a Decretive Will, Preceptive Will, and Permissive Will.
—Creator God has Conditions and the most basic can be found in Exodus-10 Commandments.
—You have expectations are to follow and if you do not then God will give you over to your Sinful doings.
—You possess both the ability to choose and choose NOT the thing before you. And in that determining.. at its crux is Choice.
—Nevermind Intelligent Design in Morality which you have been created with ability to delineate between Right and Wrong. Whoever did that, Creator God, has the right to Judge those under that Standard.

Again your understanding of God is inaccurate. A Good God both Judges and provides Love in the form of Mercy and Grace. God is the ultimate righteous Judge in the ultimate righteous Court.
