To me it sounds like this paragraph from the Quran is saying women who don’t dress like whores are less likely to be raped or catcalled etc.

I hate catcalling. I think it's obnoxious, immature, and can terrify a woman - but a lot of men think catcalling is just giving a woman a compliment, so that part might have some truth to it.

Saying that women increase their chances of being raped, is a moronic argument, that only rape apologist will try to argue. Young women get raped, old women get raped, men in T-shirts and jeans get raped - it doesn't matter what the victim is wearing. Rapes are impulsive, unplanned, and are driven by opportunity as a means to of seek immediate gratification - gratification that comes from controlling/dominating another person, not sexual desire.
