It is an objective concept. The governments decide the laws and the regulations or guidelines around prosecuting and sentencing offenders. Most countries still go by the morals of fair justice stretching back 800 years enshrined by the Magna Carta.
Depends on the circumstances but in most cases especially in the court of law justice should be looked at objectively solely based on facts and evidence. Using emotions to determine justice seems to be more bias, but again I think it’s circumstantial and depends on what the justice is for in or out of court.
A judge can literally determine the punishment and a jury decides if they are guilty or not. It is obviously subjective.

Depends on your idea of "justice". There are many types of justice.

the concept is objective and various legal systems each try subjectively to achieve the goal of real justice.
If it's subjective, then it's meaningless.
So maybe justice is just a meaningless word that people use?
I didn't say that.
I know. That is just my opinion. It's just a nice sounding, fancy word people use to support their opinions (whatever they are). For example, liberals, Christians and Muslims have their own concepts of justice. And they are not the same.
