Neither. It's to get them off the street, and to a lesser degree to act as a deterrent.
The idea of rehabilitation is fine and dandy in theory. In reality it won't do shit for most of those people. If someone goes to prison, and does not decide on their own to go straight and never go back, then they are very unlikely to do so because of some pop-psychology "rehabilitation".
I have been in jails many times. I've been around a lot of pretty hard core types. Most of those people are NOT going to be rehabilitated.Prison is not a nice place. If just being there doesn't change someone's mind, then nothing else will.
There needs to be deterrence to make to disincentivize people from engaging in criminal behavior.
Not to say everybody who commits a crime is forever evil. Sometimes people make mistakes, fell into the wrong crowd, etc.
But I do not believe in plurality. Evil exists. You can’t “rehabilitate” violent sociopaths and psychopaths. They don’t care about the harm they do. They only care about what they can get away with. So deterrence is the only thing that gets through to them. It’s knowing there can be harsh consequences for their actions is what makes them think twice. Because they don’t think the same way you or I do. Quit naively believing otherwise.
I believe we're too soft on criminals. Part of the reason for the high rate of crime is because the punishment is very lenient so it's like who cares if I get caught no big deal I'll just do a little time get out and do it again. And the time they do spend in there is not hard time it's a joke like on vacation three meals a day, watch movies play games take college courses earn a degree. When Jesus rules the Earth for the Thousand years when he returns it says he will rule with a rod of iron that means he will lay down the law that's the way it should be. There has to be consequences for actions the consequences can act as a deterrent

1. A high recidivism rate does not prove anything. It only supports your assumptions because of further assumptions you have made.
2. All criminals are not amenable to rehabilitation.
3. Keeping criminals in prison protects the public. How many recent reports have we heard about illegal aliens commiting crimes whent they should have already been in jail or prison?
I think they should have two levels of criminal records. If a guy is looking for a job as a janitor, he will have an erasable record for theft, but if he wants to be a surgeon, even petty theft at 8 years old will be counted against his medical school admission. This two tier disclosure system prevents former criminals from staying out of employable jobs and protects the public from convicted criminals.

The problem is the US justice system itself is "funds based". Leading to only the rich enough getting some.
Hence the reason it doesn't mater if it's "rehabilitave" or "retribution" as often its wrong anyway.
It's not a either or thing... some things can be rehabilitative, and some cannot be. And some, given the extent of the crime... do not deserve rehabilitation.
Rehabilitation works if done properly. America doesn't want that prisons are a billion dollar industry. The amount of money they make off prisoners is insane
Surely there's a place for both but we don't do nearly enough rehabilitation.
I think we need to at least make it available to inmates.
There are some people who can be rehabilitated and some who cannot. I am all for helping the former group, but latter group needs to be kept away from the rest of society or killed.
