I believe the reason some people cannot overcome their sin, is that they do not know that you often need to change your values to remove your desire for sin.
Like I knew a guy that struggled with lying, very compassionate and hard working guy, and very humble, but he would lie on a daily basis because he was terrified of rejection by others.
I learned over time, that his desire to lie, or need to lie, was rooted in an incorrect belief that respecting others and forming emotional connections with others, involves letting them evaluate you, and relying on them for validation and peer acceptance.
The bible teaches, to let your own work and sacrifice validate you, and let God be your peer evaluator. Do not go to a flawed human being that is not qualified to give you godly acceptance, inclusion or validation.
Because he did not know there was a compulsive bible demand to change his social values from peer outsider validation to private insider labour validation, he could not stop lying to people.

I think there's some truth to that. Lasting change usually starts with changing what you believe and value, not just your behavior. If the root issue isn't addressed, the same temptation often comes back in a different form. Whether someone is religious or not, our values tend to shape our actions.
