Why are some black people scared of dogs?

My dog's an attention whore, she's also pretty good looking so she doesn't have a hard time soliciting a pet. Kids even sometimes run up and tug on her without her consent but she loves kids.

But it I've had a few black guys tell me, "that's one scary dog" as she goes for a pet. Don't get me wrong, if she goes for an unsolicited pet I give her the cue to 'be nice' which simply means 'mind your manners'. She isn't a spaz she just slowly trots with a happy face on leash at her next subject and will sniff them and wag her tail.

She's medium sized and happy go lucky with the exception of certain dogs. I don't know I just know she likes or tolerates most people but randomly loves some people. She really wanted a pet from a black guy the other day and it was like he wanted to but was so unused to this kind of attention from a dog he had second thoughts. I lingered and told him no she likes you but then he seemed to have second thoughts about her reaction to him talking to me thinking she'd be protective. My dog takes those cues from me. If I'm calm she's calm.

Im asking this because I can only assume it is based on experience. I've seen 'racist' dogs in the past. I adopted my dog after she was regimes many times. She was on the streets for a while. That said she is sensitive to people's energy more than anything.
