I don't have a problem with this. If nothing sexual is going on, then as far as I am concerned, they are just cuddling because they're family and they love each other. As long as they aren't fighting and spitting out hateful words, I'm good.

If they did it every night, I would think it is a little weird. But if they did that to help one of them through a tough situation, then I think it is fine.
I am not saying it's morally wrong, but I won't say it's appropriate either. For me, cuddling is a mild intimate thing between myself and a love interest.

It's fine for brothers and sisters to do anything together that they want, and I mean anything. I know that my son and daughter do more than cuddle.
It's somewhat understandable if they're twins, cause twins have an unbreakable bond. But if he's kissing her on the mouth that's a little too much affection for siblings of that age... to each their own I suppose.
