What does this political cartoon mean?

Well, I am an American, so I have no idea who Louis Riel was. That said, the cartoon shows three men who would be surveyors. These are the first people who map out property lines for new areas for settlement. So, with Louis Miel chaining these men, it is as if he is opposing the settlement of some portions of Canada. After doing research about him, it seems that was what he was for. Since @pervertedjester mentioned the Red River Rebellion and that was associated with Louis Riel, I am guessing perhaps he should get MHO. I know that the Red River goes through Winnipeg in Manitoba, so I am guessing that Riel was opposed to settlement from Eastern Canada into the Winnipeg / Manitoba area?
The men he's got chained up are surveyors.
I'm a yank so I have to guess the Riel guy was an opponent of expansionism. Perhaps a violent one since he is holding a rifle.
Uhhhh... yeah, I got nothing... except that the guy standing up appears to be 8ft tall, or perhaps 8m being that it's Canada and all, lol

I'm gonna go ahead and say it's John Wilkes Booth and those people on the bottom are Sherlock Holmes and friends.
What does it mean? I have no clue
well what appears to be happening is the guy who has them chained up is a cannibal who is in the process of making sure the meat is ripe, then he will slice them up with his sword and make stew.
Looks like those are people serveying the land.
The start of the Red River Rebellion?
