It's not what country but more what fashion is the most "effeminate". I'd say Kpop men, "pretty boy" and to a certain extent emo men have feminine characteristics.

I would say Japan. I haven't really seen another country where it's socially acceptable for guys to put on make-up (which I think is fine, by the way).
