Yeah. I'm one of them. Ugly is just things like not having straight teeth, or a head that's not perfectly rounded, or maybe a nose that's out of proportion with the rest of the face, unibrow, etc. Celebrities aren't usually ugly, because they're lucky enough that everything's in proportion.
Appearance are subjective. Somethings that's beautiful for you may be ugly or average for someone else and visa versa. Uni brows aren't universally ugly, but just features that's unpopular in the Western society. In Tajikistan and former Iran it was fashionable and can be compared to lipstick. It was seen as beautiful and cool.

I wouldn't lie, and say they are good looking to me either. I try to avoid answering those questions directly. I somewhat think that it is true, that people who are ugly to me, aren't necessarily ugly to other people, because preferences vary.

Even if the majority of society would not find them attractive, there most likely exists a niche market for them.
