Some parts of it already are. Ironically of course a matriarchy doesn't look very much like a reversed patriarchy which is how some imagine it. If you look at species that are based on females, you have female lead family groups. Males just cruise around like free agents, fighting, dying, screwing around, and having sex. A matriarchal society would have few marriages, men would seem like perpetual adolescents, etc. And basically, among poorer people, that's where things have headed. The state has replaced a male as provider and you're left with single mothers and a pool of guys who just do nothing, and another pool who cruise around being sex toys for the women.

At higher income levels, the men radially outstrip the state's ability as a provider, consequently they're still in demand. While those guys can and sometimes do play the field, most choose to settle down because they want to pass their influence on to their children.

There's an interesting view that the tension between 'traditional' and 'progressive' women is whether women should be able to keep their husband's money for their own family, or share it with the other women.
