Are Redheads considered a minority group?

My mom is a redhead and has voiced her multiple accounts of hate crimes being acted against her, cigarette burns, lynching, and verbal abuse. Should she be considered a oppressed minority?

So give you an idea where redheads originated from. The Viking/Norsemen were the ones who had redheads. They would plunder villages and they reached Ireland. Their genetics were left there and so Irish began having Redheads. When the potatoe famine broke many Irish fled to America where they were hated. This is where redheads were hated because they were connected with Irish so yes they are a minority but not that much anymore since the Irish have merged with Anglo.

I was told what it was in a legal terms by my martial arts instructor who was former military turned police. So maybe legality wise that's what it means. Regardless she has been attacked by a group if people for her hair color. It's wrong and horrible regardless of the terminology.
